Whatever the ./debian/rules:install rule does needs to install the
files you want into ./debian/pkg or ./debian/tmp, depending on the
debhelper compatibility level (which is given in the file
./debian/compat, and should be "4" for new packages).  For level 4,
use ./debian/pkg (where pkg is the name of the package).
