The version number consists of two parts for non-native packages (by far the majority). cf. Debian Policy. The upstream part should reflect which upstream source your package is based on (released version, release candidate or in some cases, CVS-or-whatever snapshot). If this doesn't change, you should only increment the Debian part of the version number.
