a stupid question about non-free

Hi, i'm sorry if this question is stupid but i have not
find the answer on the guides.
If i need to upload a new non-free or a contrib package where i 
specify this ?
I think in the changelog but i have not found where..
can you make me an example ? or can you send me 
a specify url where i can RTFM ?
