Er, why not? .debs are just ar archives with an empty file,
control.tar(.gz)? and data.tar(.gz)? in- you can certainly *read* .debs with
ar...
There are some magic numbers involved afaik.
It's simpler than that, it's the filenames in the archive, ar adds
them with a trailing slash, dpkg-deb does not.
I was able to produce a .deb with ar that dpkg-deb could read by
editing the archive with emacs to replace the / in each member name
with a space.
