If you're a new maintainer, but your application has not been processed (yet), you can set up an apt source (using dpkg-scanpackages, in the dpkg-dev package) and publicize it at:
http://www.internatif.org/bortzmeyer/debian/apt-sources/ It allows you to distribute your work and it allow Debian develoeprs to see it.
