Depends: mplayer Section: contrib/<whatever> In other words, do depend on mplayer (mplayer CVS has debian/ in it anyway), and put kmencoder in contrib. Packages in contrib are allowed to depend on other packages that are not in the archive (Policy 2.1.3).
