I have, but they seem to only discuss how to make packages from
sources. Unfortunately my software is written in such a manner that you
cannot really build it using a makefile because of the development
environment I use (Lazarus, a GPL replacement for Delphi).
Is there a HOWTO that describes how to make a binary-only package
without worrying about sources? Perhaps I just missed it.

You're in the right place, then. Have you checked out the wide array of
docs available at http://www.debian.org/devel/ and (especially) the New
Maintainer's Guide at http://www.debian.org/doc/maint-guide/? They'll give
most of the basics. Other questions not answered there or by a judicious
browse through the d-mentors and d-devel list archives should be
well-answered by the folks here.
