I got from the .changes: Maintainer: Juuso T??hk??p???? <[EMAIL PROTECTED]> Changed-By: Juuso T????hk????p???????? <[EMAIL PROTECTED]> which is the cause. You should write your name in debian/control at 'Maintainer:' in UTF-8 too for the Debian archive scripts to recognise this is the same person (and thus recognise it as a maintainer upload, rather than a Non-Maintainer Upload aka NMU).
