First of all I'm not a DD, but here goes my comments:
1) If you adopt orphaned package, then you should put in changelog line:
* New maintainer (Closes: #247634)
2) It is good to mention previous maintainer in copyright file:
The previous maintainer was Rune B. Broberg <[EMAIL PROTECTED]>.
3) You can remove some unnecessary comments from rules file.
