Which command are you using to install libsvn-javahl? Maybe the program you are using is trying to install/remove "pending" packages (that is, packages the program thinks are scheduled for installation/removal). I've seen aptitude doing this thing at times. Also, the debian policy probably won't help you much in this issue: the policy is more geared towards package creation and maintainance, not general usage of a debian system.
