This is your actual problem and libapt-front-dev seems to be too old.
Now you have to find out if libapt-front-dev is just out-of-date on
sparc because they don't keep up (check buildd.debian.org and
packages(.qa).debian.org) or if the source is just too old and
bit-rot.
