Was this a lintian error?

I had a look at the URLs above. This appears to be a very new policy
change. The NewPolicy document states that my package must depend on
cdbs (>= 0.4.43), my Etch system has version 0.4.40 available.

Do I need to have a system running Unstable to create packages, or is
it acceptable to just wait until the newer version trickles down to
Testing?
