Is leaving files on purge a bug?

Upon completing a piuparts run I get
7m19.8s ERROR: Package purging left files on system:
  /etc/xml
  /usr/share/applications
    owned by: gnome-terminal-data, gnome-menus, desktop-file-utils, 
capplets-data
  /usr/share/applications/mimeinfo.cache
  /var/log/scrollkeeper.log

None of those files or packages are mine.

I have added those files as -i options and completed the run that
way. The question is, should I file bugs against those packages?
