This is not how it's supposed to be done now. The upload has to be
done, including the changes from the NMU. This is the duty of the
sponsor, but it's important to remind whoever is going to make the
upload that it has to be done including the changes from the latest
version.
To do this, the sponsor needs to build the package with -v$previous_version
