No, that wasn't the problem. The problem was that dh_fixperms was makeing /usr/share/vrms/reasons/vrms executable, even if I tried to exclude it (the --exclude switch of dh_fixperms) from being "fixed". But I think that the package is much better now, with no problems reported by lintian and everything documented in the changelog.
