well done, except:
* your source-package is building multiple binary-packages. therefore,
the helpers are prefixed with the package name. debian/docs is not
prefixed, hence it is assigned to the first package found in
debian/control.
i don't think you want to assign it to the lib-dev package, but to
the lib package. i recommend you prefix it with the appropriate
package name.
the rest is good, if you fix above things, i'll sponsor it.
