I just recently tried txt2man.

The manpages were quite easy to produce, but the options in formatting
are limited and I'm not convinced it's produced particularly aesthetic
manpages.

I'll be having a look at some of the other tools mentioned in this
thread for future use.

txt2man's big advantage is it's just a big awk script, and so doesn't
have to pass through any kind of intermediate format. This makes it
light enough to be a Build-Depends if that sort of thing suits you.
