The trick is to use -v<version> option with dpkg-buildpackage
From man dpkg-buildpackage:
-vversion
In dpkg-buildpackage, dpkg-genchanges and dpkg-parsechangelog this
causes changelog information from all versions strictly later than
version to be used.
