Again, this is best discussed on debian-legal. Some works are licensed
such that Debian can't redistribute them at all, not even in non-free.

Search the debian-legal archives for the license, and see what the
discussions have led to. If that doesn't answer your questions about
the license, start a new thread in debian-legal, starting with what
you have already found in previous discussions and the questions that
remain unanswered.
