By debhelper 5, I mean debian/compat 5 and debian/control Build-Depends: debhelper (>= 5)

Part of a Debian maintainer's activities are to contribute useful changes to upstream. For many upstream projects, manual pages and other documentation are useful. Here, 'send the manual page upstream' means file a bug or send a mail asking for the upstream authors to integrate the manual page you have written into their software/package.
