You can either run dpkg --force-overwrite while installing it (preferrably with only one package for finer-grained control of when the force is in effect).
Or add Replaces: foo to the package to be installed, which will cause the file to be removed from the already-installed packages file list (/v/l/dpkg/info). If you remove the 2nd package before the 1st package though, the file will be gone (and the copy from the 1st package will not be put back into place). I note that Conflicts+Replaces is a special overloaded case that means "cause that package to be completely removed".
