Please ignore what I have written. I found out that this package just downloads non-free software in the style of e.g. msttcorefonts and therefore i understand that it is not suitable for main. Anyways I think that policy could need some polishing cause it is not clear enough in this point, cause it says by its exact wording that it requires Depends: etc. for contrib, which is not the only way to depend on things in case of such meta-packages.
