In particular, the synopsis should not read like the start of a
sentence.

The "small" sems rather irrelevant in the description. It's also too
subjective. Anyone examining the package metadata can determine if
they consider it "small".

Perhaps even "command-line" is unnecessary in the synopsis, but I have
no strong opinion about that.

A better synopsis for this package might be:

    utility which tags and renames audio files
