two questions: 1) Where did you see this? 2) Why do you think its of interest how Package is written out? You must understand that this sentence is only a help for you how the part _after_ packagename should be. Basically it means that your synopsis must not include "Package-name is a", but if your synopsis would be combined with this sentence it should still make sense.
