I am definitely not the person who did this upload, but a bit of
investigation (along with the ubuntu handle on the version) suggest
that the following occurred: On Nov 18, an Ubuntu contributor applied
a patch to the source that fixes glibc-2.8 build errors.  For it to be
uploaded into Jaunty Jackalope, they decided to put it on
mentors.debian.net instead of REVU for some unknown reason.  Later on
Nov 18, the package was uploaded into Ubuntu's repositories, but
obviously mentors didn't know to take it off.

In other words, it looks like someone from Ubuntu uploaded their
package to mentors.debian.net instead of REVU, which was obviously
inappropriate.

This seems to bring up the issue if m.d.n should reject packages with
ubuntu in their version strings.
