USVN is taking care of the entire process from creating a new project to assigning user rights and configuring Apache's webdav plugin to support up and downloads to the project. The user rights management system allows an administrator to control user access from the entire project down to an individual file and applying the access rights to individual users or groups. The aim of USVN is to provide a web based replacement for svnadmin but at the same time it does not prevent the usage of svnadmin.
