That's not a good enough reason.  Could the sources be useful in a non-
Debian-derived distribution such as openSUSE, CentOS, Slax, or Arch?  If so, 
Debian can be upstream but still produce non-native packages.

Packages should be non-native unless they are fairly Debian-specific.
