using quilt is nice, but not an ultimate requirement.

You would get patches to your packaging with a higher probability if you placed 
your
debian folder on a public repository. This is also why patch systems like quilt 
became so
popular. Please consider to join pkg-scicomp or something like that on alioth. 
Joining
such a community will also help to find sponsors, btw.

If you read Debian-announce, you may be aware of the new debian-policy that is 
out.
