Actually it should start without an article :) Short descriptions are supposed to work as "noun phrases" or "is a" phrase, i.e. <package> is a <synopsis>. In this case "VTE based super lightweight terminal emulator" or maybe "lightweight terminal emulator based on VTE" might work.
