Nevermind.

After read the debhelper documentation I uncommented the dh_install line in
the debian/rules Makefile:

binary-arch: install
...
...
    dh_install
...
...

Now all files copied in debian/tmp are copied to proper directories libfoo
and libfoo-dev applying the libfoo.install and libfoo-dev.install contents
respectively.
