Well, upstream needs fixing as well, probably. Are you asking for an example Debian package of a library, or are you asking whether libxdo.so should be in its own package? libxdo does need to be a publically available library in order for keynav to use it, which means that it does need a soname. It's also important that Debian uses the same soname as other distributions.
