Change the Section lines in debian/control to contrib/<section> You probably want to keep moodle in main and the Flash files in contrib. To do that you need to create 3 source packages. Firstly, a normal moodle one in main with the flash removed. Secondly, one in contrib with all the DFSG-free flash files.
