I am the upstream author and Debian package maintainer of evilvte. As far as I know, all VTE-based terminal emulators that supports Tab/Tabbar, all has this kind of window-resizing bug. Yes. Even gnome-terminal, xfce terminal, and many others, all has this bug (in some specific window managers). The least buggy one is lilyterm [1], but its author also found some corner cases that would cause lilyterm to resize itself incorrectly. If the terminal emulator do not use Tab/Tabbar or additional GTK+ widgets, it is much more easier to keep the correct window size. For example, the demo program included in libvte, works correctly with various resizing event. So, this is basically the bug of all VTE terminal emulators that supports Tab/Tabbar in Debian. And, VTE built with GTK+ 3.x(2.9x.x) has changed the widget resizing behavior.
