I would suggest you should simply create a package called swe-data (or similar) that contains the requisite data in /usr/share/swe (or similar). If the swe upstream source is the place where that data is maintained, then the swe-data package should be built out of the swe source package. If the data is maintained upstream separately to the library then make it a separate source package.
