Verify if the SSH keys are still correct in https://alioth.debian.org/account/editsshkeys.php If yes, then report the problem to alioth admins because SSH access is supposed to work. But password-based logins have been disabled. Debian developers do not have to add their keys if they have it already recorded in db.debian.org, they are already auto-installed by another mean.
