sbuild seems to use this when installing build dependencies with the aptitude-based resolver. It passes -o Aptitude::ProblemResolver::Hints::KeepDummy="reject $dummy_pkg_name :UNINST" along with some other options (cf. lib/Sbuild/AptitudeResolver.pm in the sbuild source package).
