You do not need to be a Debian Maintainer (DM) to maintain packages in Debian. If you are interested to maintain a package and it is orphaned, you can happily put yourself into the maintainer field. That's much appreciated and a very common way to get started as a maintainer of a a package in Debian. If you are interested to do so, don't forget to take over the WNPP bug and set its title to "ITA" (intend to adopt) instead of "O" (orphaned).
