To use such a library, it must be guaranteed to be present on your system. You can achieve that by depending (or even pre-depending if you need preinst/prerm scripts) but there is no guarantee at all for postrm/postinst scripts. Once you realized that, you can think how to make it available to your package. There your solution to depend on another package sounds feasible (and, well, over-engineered). As another alternative which comes me in mind is a pseudo-shared library.
