Actually, since the maintainer of noweb does not seem to have made uploads for a long time, perhaps you can check if he is still interested or available; otherwise it is a good moment to take over the package or transfer it to a team that would like to adopt it, possibliy with more extensive modifications (for instance merging Ubuntu's changes).
