I took a look at your package:

  - lintian reports the following:

      P: vim-vimerl source: unversioned-copyright-format-uri

      P: vim-vimerl-syntax: no-upstream-changelog

  - In debian/control, ${shlibs:Depends} is not defined, just remove it.

  - I don't think the upstream README contains any useful information
    for debian users (features are in the long description, installation
    instructions are irrelevant, and bugs should normally be reported in
    debian's BTS), don't install it.

  - You should remove the template comments in debian/rules.

  - According to uscan, there's a more recent upstream version (1.4.1).
