Changes since the last upload:
* Block IPs when allow_missing_dns is no (Closes: #658830).
This is a minimal-changes upload only to fix a grave security bug, so
the security team has the option of propagating it into stable.
A much more comprehensive upload will follow, synching with upstream
and closing several bugs (including my ITA).
