the Replaces: eggdrop (>= 1.6.16-2) for eggdrop-data in debian/control looks wrong. eggdrop-data should Breaks+Replaces version of eggdrop that are *before* than the package split.
Given that eggdrop-data was introduced in 2004, you could also just drop the Replaces field.
