No, it was not. It is your duty as a sponsoring Debian Developer to review a package and not just upload it right away. Unless Robert has been granted upload rights for his own packages, the sponsoring Debian Developer is responsible for the quality of the packages.
Since buildflags are now used in debian/rules, hardening is already enabled. IMHO, the other suggested improvements are more or less cosmetic and can therefore wait. But Robert, please do not hesitate to contact me with a ttylog/>= 0.25-2 RFS if you want or need it.
