1. you have an extra "." in your watchfile. The line should be

instead of
http://blog.velocarte66.fr/?q=de/node/170
/sites/blog.velocarte66.fr/files//filepicker/1/rel2gpx_([v.\d]+)\..tgz
2. The download links from that website are broken (they return a 404
not found error)
