I'm not quite sure that the policy said "isn't needed" as 12.5 `debian/copyright' is no longer required to list the Debian maintainers involved in the creation of the package (although note that the requirement to list copyright information is unchanged). I interpret that, + list the Debian maintainers involved in the creation of the package is no longer required + the copyright information of files included "debian/*" is unchanged.
