While we would have liked to not require the Release Team for only GDAL
and librasterlite, the poppler/openjpeg entanglement with GDAL is a good
argument to stick to the process.
These uploads don't need sponsorship anymore, I'll request BinNMUs from
the Release Team once libepsilon is built.
