I expect the GNOME community would at the very least be willing to let viewnior folks have commit access to the git repository at git.gnome.org. If that fails they could create a proper fork at a new location but I guess viewnior folks aren't interested in that either though?
Another option is to ask the Debian maintainer of gtkimageview to include the patches.
