I believe this is because the "ValiCert Class 2 Policy Validation Authority" certificate, which signs the launchpad.net certificate, has been removed from ca-certificates: https://bugs.debian.org/741561#48
As a temporary work-around, you can disable certificate verification by setting the PERL_LWP_SSL_VERIFY_HOSTNAME environment variable to 0.
