I have looked at revision 0.20-1 and I'd be happy to upload your package. About the Lintian warnings (binary-without-manpage): I noticed that /usr/bin/plsense actually contains some help. Using Pod::Usage might be a good idea so help and a manpage can be generated from the same source. (This is something that I'd discuss with the upstream author.)
