Sounds almost exactly like the urlwatch package, which is already in
Debian.

FSVO almost. If you want to do any post-processing in urlwatch, you need
to write Python code, which is tedious. On the other hand,
expressiveness of mwc filters might not be sufficient for some urlwatch
users.
